International students have the same requirements for insurance as our students in the U.S. However, if you are an international student and are not able to obtain liability insurance,  you may request a liability insurance waiver. The field office will need two letters from two different liability insurance providers in your area stating that they do not offer liability insurance, they do not offer the appropriate coverage amount required by the program ($1 Million per incident and $3 Million total aggregate coverage), or they do offer liability insurance for the appropriate coverage amount required (however the cost may be excessive).
