We would suggest reaching out to your chair and/or maybe your program director for their guidance on this topic. The editors’ focus is on writing-related issues like grammar, punctuation, logic, flow, and precision, as well as APA formatting in your writing, tables, citations, and references, etc., so we do not advise on content-related or topic-related issues. With that being said, we’re not sure what office/who you would need to get your dissertation topic change approved by, but your chair and program director should know this information.

The Writing Center and editors do not have any resources that specifically cover changing dissertation topics, but the editors’ Preproposal Starter Kit would be a helpful resource as you begin a new topic.
