The Walden Library does not have any information about when submitted dissertations will be available in the ProQuest dissertations database. 

Only ProQuest has information about their workflow and expected completion times. Keep in mind that publishing is not a quick process. 

As of March 2022, ProQuest states that 4-6 weeks is the average time for submitted and approved dissertations to be uploaded:
